263. Effie was a true believer in The Hunger Games and their everlasting goodness. That is, until the Victory Tour. It was the first time Effie toured places outside of 12, and was dismayed to see how harsh they were in other districts. She lost complete faith when the Captiol announced the Quell. Not only were they sending back her first Victors, but she grew to care about them and could not stand by to see them get hurt. She had no idea why they arrested her- but she knew she would stand behind the Mockingjay and Haymitch. Even though she didn’t know his plans, she believed in him without a doubt.
